The act done by the Umpire was completely wrong. It was clearly seen that he had signalled a no-ball. The signal by the Umpire was the reason why Mitchell Santner and Ravindra Jadeja went for the second run.

Now the scene was that Ben Stokes bolwed 19.4 ball and Mitchell Santner was on strike and it was a no ball.The straight umpire signalled no ball.The buzzers went out at the venue, indicating a no-ball, but the leg-umpire said he never signalled for it. It was a slower full toss, which appeared to be above the waist and Santner clubbed it wide of long-on for a couple. And then all hell broke loose, with Dhoni losing his cool and storming onto the field. But, at the end of it, it'll stay as a legitimate delivery.
